I am running out of ideas. Everything mentioned above should be okay (speed and ram).

I think you said in the past that voice doesn't work in safe mode?

I was going to recommend trying YTK Enhanced in safe mode to see if the problem goes away just as a test. But if you can't get voice it doesn't really help answer the question.
